Rogan was recently defeated in his challenge to regain the Commonwealth belt from holder Sam Sexton. He retired on his stool before the seventh round of the gruelling battle in Belfast, citing an inability to use his left arm due to the spinal injury.
The operation is a costly one - £10,000 for private medical attention – or the former Commonwealth champ will face a six-month waiting list on the NHS.
Rogan said: “If Danny Williams wants to fight me I will return to the ring, no problem. First of all I need this operation and then the time to recovery from it – but I can be ready for Williams and I will beat him.”
